They had an English section back then when I needed a certificate. Maybe they have ditched it?

You have to apply again.

Found the english section, or what ever they want to call it. Nice mix of chinese and english.

Anyways, registered a new account and tried to apply again. This is the message i got(translated on googles translate site):

"OPDA forum message smartphone

String has been recorded in the certificate system, if this is your serial number, please come forward to receive serial number.

If your browser does not support frames, click here"

This means they got my imei in the system and will not make a new dev cert is what i get out of that message...

As far as I know I've used it successfully, at least with some older firmware.

OK this has been totally doing my head in. I desperately want to get Nokia Internet Radio working on my INNOV8 and have found all the available Internet Radio Apps to be complete shite frankly in comparison to Nokia Internet Radio. Here is a useful guide posted on dotsis.com by Hoayeu105. I cannot confirm if this works or not but at least I have got a lot further with this one (still waiting on my cert which is at 'applying' status).

Step 1: Register an account at
http://opda.net.cn
Then click register as picture show below:

Drag scrolling down and wait for 10 second, hit button.

Now you fill in all text-box as screenshot, so simply you can use a virtual email (should be Gmail, hotmail and not yahoo mail)

Then click button and after that system will direct you to homepage and your account is loging in.

Step 2: Go to address http://cer.opda.cn
And log in with your account just regis.

http://i798.photobucket.com/albums/yy26 ... 4login.png

Click location as picture above and type in login form

http://i798.photobucket.com/albums/yy26 ... n_form.png

Here, you chose left button which i note with phrase "Click to Apply imei"

http://i798.photobucket.com/albums/yy26 ... _apply.png

Now enter your information as screenshot shown below:
And let try Phone number with prefix 11, 13, 15, 18 and total series number is 11. Note that this phone number needn't be your phone but it's used to identify when case cer error with your imei.

http://i798.photobucket.com/albums/yy26 ... ly_cer.png

Then click button and your imei is applied successful

http://i798.photobucket.com/albums/yy26 ... essful.png

Wait untill available for download you can get cer and key

This guide i use some my account for illustration. I'll edit to add how to sign online and identify cer error here! Thank all! Hope you understand me!
